Councilmember Campion spoke to his proposal to issue a written or mailed warning prior to issuing an administrative fine, and his desire to see a draft policy prepared by the Parks and Recreation Department brought back to a COW meeting in February.

Councilmember Campion moved, Johnson seconded, to direct staff to design a process whereby upon receiving a mowing or weed ordinance violation complaint, a property owner (per property tax record) receives a mailed notification indicating the city has received a complaint, indicating if the complaint was for weeds and/or mowing, indicating where the individual can find additional information about our ordinances and providing contact information for our parks department. This notice does not require staff to visit the property, and should be generate once per season, per property.

Councilmember Wojcik stated concerns with noxious weeds going to seed, and being able to do something quickly for that. He also suggested looking at the amount of the administrative fine and potentially increasing that to cover any increased expense being incurred.
